Did Guam just become the first U.S. territory to legalize medical cannabis?

Did U.S. territory Guam just legalize medical marijuana? It looks to be headed that way, based on preliminary results being reported by Guam Pacific Daily News.
The news outlet shows about 56.4 percent of voters approving medical marijuana initiative Proposal 14A with 56 out of 58 precincts reporting. According to the newspaper, 18,674 voted yes and 14,453 voted no. Two precincts have yet to be counted.
If the numbers hold — and a number of other media outlets are already calling it a win — Guam will become the first U.S. territory to legalize medical marijuana.

Hemp enthusiasts have a tendency to wax happily about hemp being the solution to just about everything. Michael Bowman certainly presents it that way.
“I hate to oversell something, but if you give me a problem, you can probably find a way to solve it with hemp,” he said at a meeting in Golden, Colo., on Oct. 30.
Bowman is a farmer turned activist. He’s in his 50s, with brown hair graying slightly at the temples. He speaks with confidence and skill, and he has had many opportunities to do so in the last decade as a founding board member of 25X’25, a group that advocates a more sustainable path for rural America.

Oregon – This State Will Legalize Marijuana Tuesday — If Young People Show Up and Vote. It’s up to the kids now.

Two opposing polls out of Oregon are making one thing very clear: If young people get out and vote on Election Day, the ballot initiative to legalize marijuana in the state will pass.

The more recent survey, conducted by the Oregonian and KGW, found that 46% of respondents opposed Measure 91 — which would allow adults to grow, hold and, for licensed individuals, sell weed — giving them a small lead over supporters, who clocked in at 44%.

Support is strongest among younger voters — 56% of voters aged 18 to 34 express support for legalization, compared with 39% of those aged 65 and over. The result will depend on whether those younger voters actually show up to the polls.

New Sentencing Guidelines Could Shorten Drug Sentences For Tens Of Thousands Of People In Federal Prison

On Saturday, November 1, changes to federal drug sentencing guidelines take effect and courts may begin considering petitions from incarcerated individuals for sentencing reductions. Thousands of people who are currently serving long, punitive drug-related sentences in federal prisons could be eligible to apply, although no one who benefits from this reform may be released for another year, or prior to November 1, 2015.

Marijuana Emerging As An Election Issue

Traditionally, candidates for elected office have shied away from discussing marijuana, seeing it as a marginalized, third-rail issue that’s dangerous to touch. This year, however, more politicians have noticed that a growing number of voters actually support marijuana reform. A record number of candidates have decided that taking positive positions can help, and won’t hurt, at the ballot box.

Study: Young voters need to show up on Election Day

Young voters could have a decisive impact in Iowa’s U.S. Senate Race, according to a new study by the Center for Information and Research on Civic Learning and Engagement.
The number of millennials, those age 18 to 29, has surpassed baby boomers. Here in Iowa there are about 424,000 18-29 year olds, comprising 20 percent of the state’s population. They could have a big impact in the election, if they show up at the polls, according to the study’s authors, but in the last midterm just under 29 percent cast a ballot.

After accidental start, medical marijuana becomes a movement

Floridians have been bombarded with press coverage of Amendment 2. Yet, for all the noise, there are important aspects of this discussion that have barely been touched upon, including the beginning of the medical-marijuana movement. How many Floridians are aware that a native son of the Sunshine State is the father of this movement? His name was Robert C. Randall — my late husband.
